    • Position Summary
    • Classified as: Student Services Professional II

      Full-time temporary position available on or after June 1, 2026 through June 1, 2027 for Project Rebound. Appointment will be made for 1 year from date of hire with the  possibility of reappointment and/or becoming permanent based on budget, department needs, and job performance.


      Under general supervision, the incumbent performs moderately complex professional Student Services work in support of housing stability initiatives for Project Rebound students. The position applies professional knowledge and sound judgment in interpreting and applying university policies, housing assistance guidelines, and community resource regulations to individual student situations. Responsibilities include conducting intake assessments using interviewing and basic counseling techniques; providing individualized housing advisement and case management support; determining eligibility for rental and related financial assistance within established program parameters; and coordinating services with campus and community partners. The incumbent independently plans and implements outreach activities and educational workshops related to housing stability and tenant rights, analyzes service utilization data, and recommends procedural improvements to enhance program effectiveness.


      The position exercises independent judgment in day-to-day operations within delegated authority, makes decisions impacting individual student cases, and serves as a program resource and spokesperson within the assigned area of housing services. The incumbent may provide lead direction for specific program initiatives and collaborates with internal and external stakeholders to ensure coordinated delivery of services.

    • Job Duties
    • Duties include but are not limited to:
      • Provide moderately complex housing advisement to students by interpreting and applying university policies, rental assistance guidelines, and community resource eligibility requirements.
      • Conduct structured intake assessments utilizing interviewing techniques to determine student housing stability needs and recommend appropriate courses of action. 
      • Provide one-on-one housing navigation support, assisting students in identifying available campus and community resources to maintain safe and stable housing. 
      • Assist students in completing applications for rental assistance, down-payment assistance, eviction protection, and utility assistance programs in accordance with established guidelines. 
      • Determine eligibility for Project Rebound rental and/or mortgage assistance funding based on defined program criteria and established parameters. 
      • Explain lease agreements, tenant rights, and responsibilities to support informed decision-making and successful tenancy. 
      • Coordinate emergency housing placements for students experiencing housing crises, following established program procedures and timelines. 
      • Assist students in resolving moderately complex concerns related to rental practices by coordinating referrals to appropriate campus and community advocacy resources. 
      • Provide ongoing case management and follow-up support to monitor student progress and adjust action plans as needed within program guidelines. 
      • Advocate for students by collaborating with campus departments and external partners to facilitate access to housing-related services. 
      • Identify recurring housing barriers and recommend procedural or programmatic improvements within the housing support program.
      • Plan and coordinate housing support workshops, outreach events, and educational initiatives requiring collaboration with multiple campus departments and community partners. 
      • In coordination with the Director, develop and implement outreach strategies to increase awareness of housing assistance services among targeted student populations. 
      • Develop and facilitate educational workshops related to housing stability, tenant rights, financial literacy, and self-sufficiency. 
      • Coordinate services with Community-Based Organizations (CBOs) to ensure continuity of care for students receiving housing assistance. 
      • Maintain ongoing working relationships with community partners to expand housing, utility, and general assistance resources. 
      • Participate in CSU systemwide workgroups and community meetings to remain current on housing policy updates and best practices. 
      • Monitor program participation trends and recommend adjustments to improve service delivery. 
      • Draft procedural updates and recommend improvements to housing assistance processes based on observed service needs. 
      • Reconcile and monitor program expenditures within delegated authority. 
      • Serve as a program resource and spokesperson within the assigned housing services area.
      • Conduct evaluations of housing services to assess effectiveness and alignment with student needs. 
      • Track student housing outcomes and maintain program data to support service improvement efforts. 
      • Maintain detailed case documentation in accordance with program and grant requirements. 
      • Collect, compile, and analyze service utilization data to identify trends and inform program recommendations. 
      • Prepare monthly and annual summary reports for leadership and grant reporting purposes. 
      • Assess outreach and educational workshop effectiveness using participant feedback and data collection tools. 
      • Develop and implement tracking tools within established program parameters to improve monitoring processes. 
      • Provide training to students and campus partners on housing support procedures and available services.
      • May be required to obtain additional training and/or certification as part of professional development, based on department and/or campus needs, to stay current with industry standards. 
      • At the direction of appropriate administrator, may provide support to other areas as needed.

    • Minimum Qualifications
    • Education: Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job-related field. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

      Experience: Two (2) years of professional experience in one of the student services program areas or in a related field; experience should give evidence of competence and indicate the potential for further growth. A master’s degree in a job-related related field may be substituted for one year of the professional experience.

    • Preferred Qualifications

      • Two (2) years of professional experience providing housing navigation, rental assistance, or case management services to vulnerable or justice-impacted populations. 
      • Demonstrated experience administering or supporting grant-funded programs, including compliance tracking and reporting. 
      • Knowledge of California tenant protection laws, fair housing regulations, and eviction prevention programs. 
      • Experience developing and facilitating educational workshops, outreach initiatives, or student engagement programming related to housing stability, financial literacy, or reentry support. 
      • Experience building and maintaining partnerships with community-based organizations, housing authorities, social service agencies, or reentry providers. 
      • Bilingual or multilingual proficiency that supports effective service delivery to diverse student and community populations. 
      • Experience facilitating student transitions by addressing barriers such as housing instability, financial aid access, trauma, or navigating intersecting systems of care. 
      • Professional and/or lived experience related to reentry services, workforce development, or educational access for justice-impacted populations.
    • Knowledge, Skills, Abilities

      • Working knowledge of the practices, procedures and activities of the program to which assigned. 
      • General knowledge of the methods and problems of organizational and program management. 
      • General knowledge of research and interview techniques; and of the principles of individual and group behavior. 
      • Ability to interpret and apply program rules and regulations.
      • Ability to use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements. 
      • Ability to obtain factual and interpretive information through interviews. 
      • Ability to reason logically; ability to collect, compile, analyze and evaluate data and make verbal or written presentation based on these data. 
      • Ability to advise students individually and in groups on routine matters where required. 
      • Ability to recognize multicultural, multi-sexed and multi-aged value systems and work accordingly. 
      • Ability to establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts. 
      • Ability to rapidly acquire a general knowledge of the overall operation, functions and programs of the campus to which assigned. 
      • Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas.

    • Salary Range
    • Anticipated starting salary will be $5,083 - $5,337 per month plus excellent paid benefits.  Salary will depend on the qualifications of the successful finalist.  (Full range: $5,083 - $7,228 per month.)
