Salary
The anticipated salary hiring range is up to $80,000 per year, commensurate with qualifications and experience.

Position Information
The California State University, Office of the Chancellor, is seeking a Talent Development Specialist to be responsible for leading and supporting professional development courses, classes and programs for all employees across the CSU. This work includes collaborating with key stakeholders (such as HR, SMEs, workforce planning teams and vendors) to help identify organizational needs; creating and sourcing suitable educational materials for in-person and online delivery; and supporting the delivery and evaluation of professional development programs and systemwide learning experiences. In short, this position will play a key role on the Talent Development team in developing the skills and capabilities of all CSU employees in an effective, targeted way that supports personal development and engagement, and promotes the growth of our organization.
This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.
Responsibilities
Under the general direction of the Senior Director, Learning & Development, the Talent Development Specialist will perform duties as outlined below:
Coordinate, maintain and support existing talent development initiatives that support CSU employees at all levels of the organization (from new-hires to experienced leaders).
-Ensure the availability and effectiveness of systemwide learning by providing logistical support, curating and maintaining learning materials, delivering presentations and occasionally co-facilitating workshops.
-Assist with delivery and logistics of CSU’s proprietary supervisor training to meet in-person and virtual needs for systemwide sessions.
-Support the CSU’s Leadership Academy by researching and sourcing relevant materials, scheduling internal and external facilitators, and maintaining collaboration tools (e.g., Sharepoint repositories and listservs).
-Support and promote cross-campus collaboration classes to maximize CSU resources and extend the reach of each campus’s expertise.
-Assist with curation of themed curricula (learning bundles) for targeted development of technical and soft skills, topical themes and selected job roles.
-Research customized learning resources to support the CSU’s core and leadership competencies.
-Maintain new-hire onboarding resources, ensuring accuracy, relevance and consistency across the CSU.
-Coordinate, promote and expand cross-campus development programs and classes, maximizing CSU resources and extending the reach of each campus’s expertise.
-Maintain learning materials (online and print-based) to ensure accuracy and accessibility for all CSU employees.
-Act as initial point of contact for systemwide learning initiatives, ensuring smooth delivery of programs and successful learning outcomes for participants at all levels of the organization.
-Support and maintain dashboards and scorecards to evaluate the effectiveness of professional development efforts, identifying areas for adjustment to ensure continued value and relevance for CSU participants, as well as alignment with adult learning research and best practices.
Develop, maintain and facilitate new learning materials and programs (online and in-person) to improve CSU employees’ skills and help meet the CSU’s strategic goals.
-Support the Senior Director of Learning & Development, plus campus L&D and HR teams, in identifying current knowledge and skills gaps.
-Assist with needs assessments, surveys and focus groups to identify future staff and organizational development opportunities.
-Collaborate with L&D teammates, campus partners and other CSU stakeholders to design and develop new learning materials, workshops and programs that address professional development needs. Examples include online courses, job aids and toolkits as well as in-person classes and programs.
-Support and occasionally facilitate custom CSU learning experiences (webcasts, virtual classes, in-person training) to develop CSU employees’ knowledge, skills and competencies.
-Design systemwide marketing materials to promote new L&D programs and encourage continuous growth for employees.
-Help evaluate the effectiveness of new talent development efforts, using participant and stakeholder feedback to improve the value and relevance of learning materials and programs.
-Research the use of AI and other existing technology for rapid development of collaborative learning.
-Research and promote valuable trends in organizational and professional development.
-Implement creativity and innovation in learning tools and practices, encouraging colleagues to embrace experimentation, change, and continuous improvement in the workplace.
Promote professional development opportunities that foster a culture of learning and collaboration, enhance employee engagement and confirm the CSU as a workplace of choice.
-Endorse and support systemwide programs and platforms, acting as ambassador for all L&D services including CSU’s Got Talent webinars, centralized Learning Management Systems (staff and student-facing), HR compliance and EHS training, and other cross-campus initiatives.
-Foster communication between systemwide L&D and campus partners (L&D teams, HR, etc.) in the sharing, promotion and distribution of professional development opportunities beyond campus borders.
-Prepare and edit promotional materials advertising systemwide initiatives for distribution via campuses, CSYou and other communication channels to CSU staff.
-Update and manage the L&D orientation materials and training catalog.
Foster cross-campus collaboration to share expertise and maximize resources, leveraging synergies and partnerships across the CSU.
-Help to maximize synergies across campuses to share and standardize CSU best practices for enhancing employee engagement and fostering a collaborative learning culture.
-Co-facilitate, promote and support the CSU’s professional development network and community of practice.
-Collaborate with L&D team members across the CSU system to promote cohesion and integration with other core talent programs, curriculum and concepts.
Vendor engagement
-Research and support the hiring and scheduling of learning developers and facilitators to create and deliver both virtual and in-person training.
-Help prepare RFPs for learning-associated services by identifying CSU requirements, subject-matter specifics, evaluation criteria, and rating of vendor responses to filter selections.
-Review vendor deliverables including learning content (online courses and classroom materials) plus delivery platforms (learning management systems, classroom collaboration tools etc.) to ensure accuracy and suitability for CSU learning needs.
Other Duties as Assigned
-Assist Labor Relations with bargaining related to LMS course content, assignments, and reporting.
-Assist with supporting the Labor Relations team in negotiations and reviews of compliance training materials with the various unions.
Qualifications
This position requires:
-Bachelor’s degree in education, communication, human resources, psychology or related field awarded by an accredited four-year higher education institution.
-Minimum of three years of experience in the training (or related) field, preferably in higher education.
-Working knowledge of adult learning theories and instructional design principles.
-Experience with learning development software, collaboration and tracking tools (such as Articulate 360, Captivate, MS Teams, Photoshop, Smartsheets, Zoom)
-Proven ability using AI as a support tool for daily tasks and learning functions.
-Working knowledge of usability best practices for online materials and experiences.
-Working knowledge of web accessibility standards (e.g., Section 508) and universal design for learning (UDL).
-Knowledge of capabilities and functional operation of learning management systems.
-Ability to speak on microphone or in front of a broadcast camera on an impromptu basis.
-Demonstrated experience of a customer service orientation.
-Proven ability to work effectively as part of a team.
-Exceptional communicator.
-Proficiency in MS Office suite.
-Ability to travel up to 20%.
Preferred Qualifications
-Experience in facilitating classes.
-Basic understanding of psychometric tools such as Emergenetics, Strengths, True Colors.
-Experience with measurement of training outcomes.
-Experience of working in a university environment.
