Salary

The anticipated salary hiring range is up to $165,000 per year, commensurate with qualifications and experience.

Position Information

The California State University, Office of the Chancellor, is seeking a Senior Technical Developer/Analyst to provide technical and functional support for CSU's Oracle/PeopleSoft applications including HCM, Finance, and Campus Solutions. Information Systems’ Application Development area encompasses application support, implementation, and upgrade activities for 23 campuses and the CSU Chancellor's Office (CO), as well as integration with other third-party/external and/or internal systems.

The expert level requires independent and proactive initiative to lead the technical development of key Application Development projects and resolve the most complex application issues. The technical lead must possess advanced, comprehensive technical knowledge and experience with the PeopleSoft Finance, HCM and/or Student Administration application, including expertise with a minimum of two modules within any of the applications.

This expert level position should have advanced knowledge of Integration Broker/Messaging configuration and functionality, BI Publisher, Security, PeopleTools, performance tuning, explain plans, and Unix/SQL scripts.

The technical lead should also be an expert in application infrastructure associated with the database servers, Application Servers, Process Schedulers, JobSets and encryption.

The incumbent is expected to work closely with appropriate project managers to mentor and lead other technical and functional staff during new implementations and upgrades for the PeopleSoft Finance, HCM and/or Campus Solution Application.

This will support development within all modules and is designated approximately 60% technical and 40% functional. However, specific support assignments may change at any time based on the CMS projects and priorities.

This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.

Responsibilities

Under the general direction of the Director, Application Operations, the Senior Technical Developer/Analyst will perform duties as outlined below:

-Lead PeopleSoft technical development using PeopleTools, Web Services, Integration Broker, Application Messaging, Application Designer, PeopleCode, Application Engine, SQR, Process Scheduler, Data Mover, BI Publisher, Data Migration Tools, and PeopleTools features such as Drop Zones, Page and Field Configurator, Event Mapping, and Fluid.

-Provide production support for the 23 CSU campuses and the CO by analyzing and troubleshooting complex campus application issues reported through Service Now help desk tickets. Adhere to published Service Level Agreements (SLA) and IS procedures. Will coordinate PeopleSoft updates, fixes, upgrades and installations. Advise campus programmers on technical development, environment control, campus development packaging and maintenance issues.

-Participate on project teams to implement new system functionality within the Oracle/PeopleSoft application. Design, develop, test and document custom modifications required to address CSU business requirements.

-Coordinate program and functional specification development/testing as well as time and cost estimates for customizations, upgrades and other project activity. This includes coordination of discussions with module group and campus representatives.

-Conduct application testing (at all levels; unit, system and integration) to ensure quality and standards.

-Develop and maintain technical and functional documentation required to support the CSU Oracle/PeopleSoft application.

-Collaborate with other IS teams as appropriate to understand and resolve campus application issues.

-Produce deliverables that adhere to quality standards and comply with IS procedures and practices.

-Undertake special projects, as directed.

-Provide on-call support, as assigned.

Qualifications

This position requires:

-This position requires a BA/BS in Computer Science or a related field or an equivalent combination of education and experience, as well as course work in the Oracle/PeopleSoft application.

-5+ years of experience working with the Oracle/PeopleSoft applications (HCM, Finance, and/or Campus Solutions), currently using version 9.2 or above.

-Must possess advanced, comprehensive, technical and functional knowledge with experiences of the PeopleSoft applications including multi-module expertise.

-Expert technical knowledge in Security, PeopleTools Upgrades, performance tuning, explain plans, PL SQL and Unix scripts.

-Advanced PeopleSoft Development skills, including expert proficiency with Integration Broker/Messaging configuration and functionality, Bl Publisher, PeopleTools, PeopleCode, Application Designer, Application Engine, JAVA, Component Interfaces, Configuration manager, SQL/SQR, COBOL, n Vision and HTML/XML.

-Technical expertise in the application infrastructure associated with the database servers, application Servers, Process Schedulers, JobSets and encryption.

-Subject matter expertise with PeopleSoft Web Services and related web applications is required.

-Proficient hands-on experience with PeopleTools 8.59+ is required.

-Excellent application implementation life cycle skills including experience developing requirements, fit/gap analysis, application configurations, functional specifications and the ability to translate needs analysis into functional designs.

-Excellent written and verbal communication skills, strong organizational and leadership skills, and well-developed interpersonal skills.

-Proven working experience of producing creative and effective technical designs that address complex business requirements using innovative technical advances.
