Job Summary

The purpose of this position is to provide management oversight of the CMS programming team that delivers technical system solutions. This includes major CMS upgrades as well as system enhancements and other ongoing system maintenance responsibilities. The incumbent manages the customer-facing parts of the Systems unit, facilitates the development and implementation of project plans and oversees the successful completion of technical CMS projects in Admissions, Student Records, Financial Aid, Student Services and Student Administrative Systems. The position requires an exceptional combination of project management, team facilitation, programming and systems analysis skills. The incumbent must drive results from multiple, simultaneous projects utilizing highly skilled employees to produce complex system solutions within deadlines.  

Furthermore, the incumbent provides services that are equitable, inclusive, and culturally sensitive to enhance the quality of campus life. This position uses a student-centered and equity-minded approach in all communication and service efforts.

Key Responsibilities

  • Project Management - Provide project management leadership in all areas of Student Administration and Bursar business system implementations by directly organizing and managing technical projects from inception through completion. Translate business requirements into technical specifications. Directly manage the efforts of project teams. Ensure that technical deliverables are accurate and timely. Facilitate cross-functional communication and system implementation involving multiple business and technical areas. Support ongoing operations and maintenance of Student Information Systems by planning, communicating, and coordinating activities pertaining to upgrades, fixes, enhancements, issue-tracking, help-desk tickets, and test plans. Ensure that systems are customer-focused, integrated, efficient, documented, and in compliance with best practices and legal requirements.
  • Technical Leadership - Provide technical leadership in activities pertaining to delivery of Student Administration data to the customers and processes.  Design and implement data storage structures to enable efficient business reporting. Design and implement procedures, software programs, utilities, and documentation to support customer-focused delivery of business data.  Ensure compliance with all standards of data integrity, security, and privacy. Investigate technical options and recommend solutions. Troubleshoot problems, escalate and track issues, and follow up with resolutions. Enhance the scope and functionality of campus reports to meet the needs of diverse customers. Ensure rapid delivery of business reports, efficient use of resources, and adherence to proper standards of documentation, testing and security.
  • Supervision of Staff - Directly supervise Programmer/Analyst staff. Operate the unit as a service-orientated resource that ensures well-run computer system implementations and operations. Delegate, assign, and track tasks and projects including system development, troubleshooting, upgrades, reports, interfaces, security, testing, documentation, etc.
  • Support and provide management backup to the Director of Information Systems. As required, represent Enrollment Services Systems in interactions with department managements, CMS Central, Human Resources, the campus Business Office and other groups. Support managerial and administrative functions within the Systems unit.

Knowledge Skills and Abilities

Ability to build and maintain a business analysis and project implementation service unit is required. Ability to manage business analysts and programmers. Ability to directly conduct team meetings and to produce timely decisions and deliverables. Ability to communicate constructively with a variety of staff and managers and to facilitate productive outcomes. Ability to multi-task in a modern, fast-paced systems development environment. Ability to handle competing demands, prioritize tasks, and deliver results with minimal supervision. Ability to communicate through written documents. Ability to produce clear and accurate documentation, both written and graphical. Ensures operational integrity and continuity by maintaining detailed descriptions of responsibilities, ranging from daily tasks to strategic activities and outcomes, and makes them available to supervisor. Ensures quality, usability and integrity of system data by working within approved processes and testing procedures.

Education and Experience

• A four-year degree in Computer Science, Information Management, or similar degree pertaining to information systems and implementations is required. A minimum of three years of related experience is required. Work experience in technical development, project management and system implementation may be substituted for up to two years.

• Experience in large computer system development and implementation is required. A thorough understanding of application and data architectures, programming techniques, development cycles, and project deliverables is required.

• Experience with industry software products such as ERP packages, reporting tools, and relational data bases is required. Knowledge of computer system functionality including user interfaces, data storage, reports, self-service, and batch processing is required. The ability to work closely with computer programmers to specify and deliver working solutions is required.

• Experience in the system development process including operational analysis, process flows, technical specifications, development, testing and rollout is required. A high level of project coordination and team facilitation experience is required. The ability to organize complex projects, manage deliverables, and produce timely and accurate results is required. Knowledge of project management tools and methodologies is required.

  • Sedentary work - Involves mainly sitting. Walking and standing are minimal. Lifting is limited to lightweight objects. (10 pounds or less).

Compensation

Hiring Range: The hiring range for this position is $10,000 - $10,833 per month commensurate with candidate's education, experience, skills, and training.

CSU MPP Compensation Summary Range:  The MPP Comp Summary Range for this position is $8,742 - $13,113 per month.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.
