Job Summary

The purpose of this position is to provide complex analysis, administrative, and program leadership support related to the impact of recommended or implemented budget policies and other initiatives, from a strategic and operational perspective, to the Vice President and Director of Operations within the Division of Strategic Enrollment Management and Marketing (SEMM). This position is responsible for maintaining the division's budget and collaborating with reporting units (Marketing & Communications, Admissions Operations & Systems, Outreach & Student Recruitment, Registrar, Financial Aid & Scholarships, and New Student Orientation & Family Programs) to assess budgetary needs, allocate funds, and coordinate spending across all areas of the division.

  • Collaborates with the Vice President and Director of Operations & Fiscal Management to assess, formulate, and evaluate the impact of recommended budget solutions that support the implementation of new programs and enhance efficiencies in existing programs. Provides budget training, guidance, and consultation to departmental administrative staff as needed.
  • Monitors staff positions by coordinating personnel expenditures and reconciling salary and benefit figures with budget offices records.
  • Investigates, researches, and analyzes complex problems, consulting with the Vice President and Director of Operations & Fiscal Management to address budgetary requests.
  • Ensures that the departments are following campus policy and procedures.
  • Exercises appreciable judgement and ingenuity to develop new approaches and solutions for addressing complex problems and issues with full accountability for results.
  • Provides lead work direction and coordinates administrative support staff within the division of Strategic Enrollment Management & Marketing (SEMM).
  • Schedules regular meetings and provides support in resolving sensitive and complex issues.
  • Collaborates with the Vice President and Director of Operations & Fiscal Management to provide budget solutions to allow for the implementation of new programs and / or to create greater efficiencies in existing programs.
  • Investigates and analyzes complex problems and issues with broad impact and / or implication, using ingenuity to develop new approaches and solutions.
  • Independently performs a wide variety of administrative duties with soundness of judgement, including coordinating and confirming meetings for the Vice President with campus staff.
  • Compiles complex reports for Strategic Enrollment Management & Marketing Units. Collaborates with budget staff within the division to ensure prudent use of resources, makes purchases for the division directly with vendors, submits requisitions for purchase orders, and coordinates the use of procurement cards. Prepares agendas and records minutes for various meetings.
  • May provide lead work direction to student employees.
  • Evaluates, researches, and troubleshoots issues related to the completion of Master Payroll Certification for departments in the Division of Strategic Enrollment Management & Marketing.
  • Responsibilities include, but are not limited to, reviewing and analyzing staff and student timesheets for departments, assisting staff with revisions as needed, and providing recommendations to MPPs for timely resolutions.
  • Provides lead work direction to department administrative staff in maintaining accurate records of time away and leave balances.
  • Supports supervisors of student assistants by answering questions and ensuring timesheets are submitted and processed appropriately.
  • Collaborates with the Work-Study Office, as needed, to ensure that appropriate practices are followed in these cases.
  • Human Resources support Collaborates with the Director of Operations & Fiscal Management and Department Directors to process necessary documentation required for creating and posting positions within the Division of Strategic Enrollment Management & Marketing.
  • Serves as the secondary contact for the department, working with hiring chairs and Human Resources to schedule interviews, prepare interview questions, and assist with facilitating the interview process.
  • Assists new hires with all department hiring documents.
  • Works with the Director of Operations & Fiscal Management and the Budget Office to provide expertise on complex issues, maintain accurate and up-to-date position data, and ensure compliance with funding and policy requirements.
  • Collaborates with Department Directors, student worker supervisory staff, and the Student Employment Office to post open positions and process appointments and terminations for student assistants and Federal Work-Study students.
  • Other Classification-Related Duties as assigned.

Minimum Qualifications: Required Education and Experience

  • Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, PLUS four years of related experience.

Required Qualifications

  • Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
  • Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. 
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. 
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions. 
  • Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups. 
  • Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
  • Valid CA driver's license and proof of insurance

Preferred Qualifications

  • Working knowledge of budget policies and procedures. 
  • Ability to train others on new skills and procedures and provide lead work direction.
  • Understanding of complex budgets. 
  • Experience in higher education and the California State University System.
  • Demonstrated detail orientation and organizational skills.
  • Ability to be flexible and understanding of the changing work environment and adjust recommendations and analysis accordingly.

Compensation and Benefits:

Anticipated Hiring Range: $5,537 - $5,900 per month

Classification Salary Range: $5,537 - $10,014 per month

The salary offered will take into account internal equity and experience among other factors.

Position Information:

Work status: Full-time/Exempt/Probationary

Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Campus Security Authority

This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
