    • Position Summary
    • Classified as: Confidential Technology Support I or II (depending on the qualifications of the successful finalist)

      Full-time position available on or after January 3, 2023 in Human Resources.

      Under general direction of the Director of Organizational Development & HR Systems, this position provides a full range of technical analysis on HR system related projects and support of existing HR systems including modifications, customizations, upgrades, adoption of new functionality, complex reporting, and analytical use of data stored in HR systems. The Analyst will perform complex technical, and analytical work in support of general human resources functions and supporting systems in relation to the development, maintenance and effective utilization of all automated systems used for HR data collection and analysis. The analyst will serve as a liaison between business stakeholders and the IT function, leveraging expertise in business analysis and experience with HR systems to recommend and implement solutions that enable the organization to achieve its goals. This position performs work of a confidential nature in support of data and reports in respect to meet and confer, which may include interpreting and/or implementing Collective Bargaining Agreements (CBA’s), laws, rules, and policies in coordination with appropriate HR Administrator(s).

      The Confidential Technology Support Level I position is non-exempt. Incumbents at this level will work under direct supervision and are able to demonstrate a basic understanding of the standard principles and terminology associated with the position, address common problems of limited scope, and demonstrate work-ready communication skills.

      The Confidential Technology Support Level II position is exempt. Incumbents at this level will work under general supervision and possess the experience to be fully proficient in performing most or all the work assignments independently while applying judgement to solve a wide range of human resources-related inquiries using effective communication and listening skills.

      The position will be hired at the appropriate level based on the qualifications of the successful candidate.

    • Job Duties
    • Duties include but are not limited to:
      • Serve as an HR Subject Matter Expert (SME)/Campus Configurations Administrator (CCA) and provide functional, technical, and administrative support for the development, testing, operation, and maintenance of human resources systems. Functionality and upgrades to include but not limited to, PeopleSoft/Oracle, CHRS Recruiting (PageUp), CSU Learn (SumTotal), I9 Tracker, and Accurate Background.
      • Participate in the implementation of new modules, integrations, configurations, and functionality, serving as a SME on associated project teams. Participate fully and provide campus recommendations on related workgroup calls.
      • Provide expertise for systemwide and campus CMS-HR implementations/upgrades and work closely with HR and technical teams to gather requirements, design and implement solutions, conduct end to end testing processes, and work with stakeholders to ensure successful release and adoption of HR-related technology.
      • Use analytical expertise and HR knowledge to deliver critical data needed for a variety of management purposes.
      • Maintain permissions and security to systems in accordance with campus and systemwide security and data privacy guidelines. Design dashboards & analytics and validate data to ensure data privacy and security principles.
      • Gather, research, and analyze HR information. Create and modify HRIS queries, report specifications, and test/validate the results. Prepare reports, charts, and summaries with direct responsibility for accuracy and consistency of information. Create databases, records and files as required for effective personnel functions. Ensure the delivery of accurate and timely data to campus as needed.
      • Participate in cross functional projects and enhancements with other HR areas such as staffing/recruitment, benefits, compensation, absence management, time and labor, payroll, and other HR core functions.
      • Create and maintain process documentation, job guides, templates, and reference materials supporting the HRIS platform; maintain quality standards and procedures for the HRIS system.
      • Audit systems as needed to ensure data integrity. Provide cleanup reports to staff monthly.
      • Perform any required mass updates to HR systems.
      • Serve as a backup to the Sr. Business Systems Analyst, providing support as required and needed.
      • Serve as backup to the CSU Learn Administrator as needed in supporting the day to day tasks associated with the administration of CSU Learn.
      • Provide first level troubleshooting support to HR and campus customers for CMS-HR, CHRS Recruiting (PageUp) and CSU Learn. Work closely with IT, as needed, to update or troubleshoot issues within CMS-HR and PageUp needing escalation. Provide detailed descriptions of problems, test possible fixes and propose configuration changes when appropriate. Provide input to management on solutions to business process redesigns.
      • Serve as point of contact for ServiceNow incident tickets with the CO – submit new incident tickets and monitor progress.
      • Act as HR systems liaison with Information Technology Services (ITS) department for HR and campus user functional needs.
      • Provide functional support and training to campus departments with procedures and processes in the use of HR Technology systems, equipment, and software; determine training needs and priorities of user group constituents.
      • Coordinate/maintain security access for HRIS and other HR systems.
      • Design and maintain websites and pages associated with HR systems.
      • Document business processes and procedures and ensure ongoing maintenance of documents.
      • Support testing cycle by serving as the lead in troubleshooting issues that arise by the testers; handoff issues to the appropriate person/group for resolution; complete testing on any assigned test scripts; ensure testing system is kept current with testing statuses.
      • Create end user training guides and training materials (presentations, cheat sheets, video tutorials, etc.).
      • Schedule and coordinate training sessions for end user implementation and ongoing as needed.
      • Support other HRM related systems and projects.
      • Other duties as assigned.
    • Minimum Qualifications
    • Education:  Bachelor's degree from an accredited college or university with an emphasis in human resources, computer science, information systems, educational technology, psychology, public administration, or a related field, OR a combination of education and experience which demonstrates the ability to perform the essential functions of the position.

      Experience:  Full-time equivalent of one year of directly related work experience, which has provided exposure to computer programming and software development, systems administration, information processing, systems analysis, technical information equipment and systems, and/or application program packages and related technical functions.

      • Full-time equivalent of three years of directly related work experience, which has provided exposure to computer programming and software development, systems administration, information processing, systems analysis, technical information equipment and systems, and/or application program packages and related technical functions.
      • Working knowledge of CSU employment policies and procedures.
      • Human Resources experience in a public sector/higher education environment.
      • Functional knowledge of HRIS systems including Oracle/PeopleSoft HCM and PageUp.
      • Demonstrated experience with more complex spreadsheets, relational databases, and data query tools.
      • Experience with reporting environments and developing reports and dashboards using Oracle/PeopleSoft, Tableau, or other tools.
      • Experience with utilizing an Application Tracking System (ATS) and an HRIS system/database in some capacity (data administrator or coordinator, etc.).
      • Technical fluency with Microsoft Office Suite; Office 365; SharePoint sites; Oracle-PeopleSoft or equivalent student, HR and/or financial information systems; intranet drives; and internet browsers.
      • Working knowledge of lean process improvement methodologies.
      • Excellent organizational and project management skills.

      • Demonstrated ability to draft and compose written correspondence and reports with thorough knowledge of English grammar, punctuation, and spelling, as well as good proofreading and editing skills.
      • Demonstrated competence in understanding, interpreting, and communicating procedures, policies, information, ideas, and instructions.
      • Demonstrated ability to pay close attention to detail and identify, trace and correct errors.
      • Ability to organize material and information in a systematic way to optimize efficiency; troubleshoot technology problems using knowledge of error messages and operating system basics; and work with frequent distractions and achieve required work results.
      • Excellent communication skills with the ability to effectively communicate information in a clear and understandable manner, in multiple modes, on video, verbally and in writing.

    •   Salary and skill level will depend on the qualifications of the successful finalist. (Full CTS I range: $3,500 - $7,276 per month. Full CTS II range: $4,000 - $11,287 per month.)
